Description
This project entails the stabilization of a severely eroded swale in Springfield Township. As was common in the 1960s & 70s, the entire development drains to a few inlets which discharge directly to this swale. No stormwater basin or other control facility was installed to manage this flow. Over time, the swale became deeply eroded and is not discharging sediment to the East Branch Codorus Creek, just upstream of the recent wetland mitigation project in Nixon Park.

Springfield Township is proposing to spend an entire year's street budget on this project ($100,000). They have also paid C.S. Davidson to complete the design and permits for this project.Currently, the project is under review by the Army Corps of Engineers. DEP made a determination that the swale may qualify as a stream because it has a defined bed and bank. DEP then waived their permitting requirements because the drainage area to the swale is less than 100 acres. DEP does not have the authorization to waive Army Corps approval, so we submitted a simplified application to the Army Corps in May 2016 and are awaiting their authorization to proceed with the project.Concurrently, we submitted an NPDES permit to the County for earth disturbance in excess of an acre. We have received a technical review, but are waiting to respond until Army Corps makes an official determination.
